SUMMARY:

This investigative proposal falls within the field of Health Care, access, and quality in primary health care, addressing a concrete demand observed in service routines: the fragility in ethical, qualified, and inclusive reception of the LGBTQIAPN+ population. This group faces historical barriers in accessing health services, particularly in Primary Health Care (PHC), where the lack of technical preparation and ethical sensitivity among professionals reinforces inequalities. The study aims to analyze the knowledge of PHC higher-level professionals regarding reception of this population and, based on this, to develop and validate educational material. It is a methodological study with a mixed-methods approach, grounded in the Praxical Model for Technology Development (MPDT), to be conducted in the municipality of Milagres-CE, Brazil. Data collection with physicians, nurses, and dentists will take place between November 2025 and February 2026. The qualitative phase will be conducted through focus groups and individual interviews, guided by scripts based on the National Policy for the Promotion of Health Equity. Data will be analyzed using the IRaMuTeQ software, identifying perceptions, challenges, and training needs, thus building the theoretical framework for the material. In the quantitative phase, content validation will be performed with experts and the target audience, adopting the Content Validity Index (I-CVI ≥ 0.80) as the methodological parameter. The technical-technological product will be an educational booklet containing practical guidelines, inclusive language, health rights, and care pathways adapted to the local reality. The results are expected to improve PHC practices, strengthen the right to health as an inclusive and anti-discriminatory practice, and promote social justice within Brazil’s Unified Health System (SUS).
