ADMINISTRATIVE DECENTRALIZATION IN SOLID WASTE MANAGEMENT: CASE STUDY OF THE COMARES CARIRI INTERMUNICIPAL CONSORTIUM

The Federal Constitution of 1988 strengthened the federative system in Brazil, recognizing municipalities as autonomous entities and promoting significant changes in intergovernmental relations. Despite this, these changes also brought new challenges for municipalities, especially for small and medium-sized ones, requiring new strategies to achieve more effective results in their public policies. In this context, public consortia stand out, which are characterized primarily by the cooperation among the consortia members to solve common problems. Thus, this research aims to analyze the process of creating the Intermunicipal Public Consortium for Integrated Solid Waste Management of the Metropolitan Region of Cariri (Comares Cariri) from the perspective of administrative decentralization. This is a qualitative study that uses the case study as a research strategy. Data collection will be conducted through document analysis and interviews. Two techniques will be used for data analysis: Triangulation as the main technique and Actor Arena as a complementary technique. The expected results focus on three dimensions: identifying the political-institutional and administrative factors that preceded the consortium's creation, the reasons that led to its establishment, and the relationships established among the actors.
